基于中國(guó)和世界各地的自然資源開(kāi)發(fā)愈演愈烈的現(xiàn)實(shí)，中央民族大學(xué)中國(guó)少數(shù)民族研究中心（EMSCOC）和瑞士弗萊堡大學(xué)聯(lián)邦制學(xué)院（IFF）定于2011年1月24-25兩日，在中協(xié)賓館舉辦“自然開(kāi)發(fā)的社會(huì)文化影響”小型專(zhuān)題研討會(huì)。會(huì)務(wù)由EMSCOC操辦，擬請(qǐng)瑞方專(zhuān)家3-5人，中方專(zhuān)家10-12人與會(huì)，會(huì)后擬出版雙語(yǔ)論文集。

TheconferenceaimsatbringingtogetherChineseandSwissexpertsdealingwiththeuseofnaturalresourcesanditseffectsonthesocietyatlargeandontheenvironment.Whiletheefficientuseofnaturalresourcesisessentialtoprovideacountrywithrawmaterialsandtotriggereconomicgrowth,theuseofnaturalresourcesalsoimpactsonpeoplelivingclosetotheresource(possiblyforcedtoresettle),peopleinvolvedintheexploitationoftheresource,theenvironment,theregionandtheeconomyatlarge.Whendecidingwhethernaturalresourcesshouldbeexploitedornot,thesedifferingandoftencontradictoryinterestsneedtobetakenintoaccountandshort-and-long-terminterestsneedtobebalanced.

Inafirstpartoftheconference,expertswillclarifyownershipofnaturalresourcesofacountryandwhatinstitutionsdecidewhetherandhownaturalresourcesshouldbeexploited.Thepaperswillpresentthegeneralrulesapplicableinthisfieldandclarifythesituationwhenautonomousregionsrespectivelycantonsandmunicipalitiesareinvolved.
